Open drive.google.com now click on new button its appear on left side of that page when you click on new then you will see some dropdown option new folder new file any many more simply select new folder.

Give any name of that folder and create it after the creation of the new folder just click right button on that folder select share option now click advance and make it public.

Now double click on the folder that will open as empty folder now drag or click on new and select new file and upload a html file. Before doing this step you should create a html file incluging your dofollow link on that html page and save it to desktop and now upload it on that folder you created on google drive.
